Proposed General Bylaws for the Town of East Longmeadow To accept the provisions of Massachusetts General Laws Chapter 40 Section 8J into the East Longmeadow Town General Bylaws. Chapter 40 Powers and Duties of Cities and Towns Section 8J Disability Commission: Powers and Duties: Members: Terms Accepting this motion will establish a Commission on Disabilities to research local problems of people with disabilities, advise and assist municipal officials and employees in ensuring compliance with state and federal laws, review and recommended polices and to coordinate and carry out programs. Establishing a Commission on Disabilities would also support and enhance any grant award requirements. To accept the provisions of Massachusetts General Laws, Chapter 40, Section 22G into the East Longmeadow Town General Bylaws. Chapter 40 Powers and Duties of Cities and Towns Section 22G Funds Received from Fines for Handicap Parking Violations: Deposits in Account: Expenditures Any city or town which has accepted the provisions of Section Eight J is hereby authorized to allocate funds received from fines for violations of handicap parking in said city or town to the Commission on Disabilities. Funds so received shall be deposited by the town treasurer in a separate account and shall be used solely for the benefit of persons with disabilities. Said account shall be established by the town treasurer and shall be kept separate from all other town monies. Expenditures from said account, including accrued interest, if any, shall be made upon the recommendation of the commission on disabilities in accordance with the accepted procedures of the town for the disbursement of funds, including the approval of the Town Council or the town manager. The town accountant shall submit annually a report of said account to the Town Council or the town manager for review and a copy of said report shall be forwarded to the bureau of accounts. The RDA is for the removal of trees within the upland 100ft buffer zone.
